Bio
Mike is a chartered engineer (FICE, FIStructE) with over 30 years’ experience. He specialises in construction and structural safety, CDM and risk, and founded MPW R&R to provide Consulting, Forensic and Expert Witness services in those areas.
In addition to TWf, Mike is a member of Structural-Safety and IStructE’s Health and Safety Panel. He is particularly interested in learning and sharing the lessons from past incidents to improve safety, and has published a range of material on construction and structural safety.
Over his career, Mike has:
worked on the design, appraisal and site supervision of building and bridge structures;
led research into the safety and serviceability of concrete structures and developed international guidance for assessing the safety and service life of concrete structures; and
led a series of reviews of construction safety issues including the use of CDM 1994 and CDM 2007 for HSE.
Much of Mike's time these days is spent on expert witness work. He is instructed regularly by criminal defence lawyers whose clients are facing prosecution or enforcement notices for health and safety offences, including the breach of CDM, following collapses and other problems on construction sites. Quite a few of these cases have involved sites where temporary works were not taken seriously enough.
Mike has been instructed as an expert witness by both prosecution and defence teams in cases involving a range of construction and engineering risks. These have involved a range of collapses including reinforcement cages, bridge wing walls, retaining walls, bridge beams, industrial structures, stored glazing, stored frames, structures undergoing demolition, mantelpieces and temporary works.
Mike has also been instructed on construction cases involving moving plant and falls from roof edges, through ceilings, through structural openings and though fragile materials.
