Rob Millard

Chair

CEng, MICE, MIDE

Robert was appointed a Director of TWf in June 2013. He became Chairman at the AGM on 10th June 2022. He is a Director of DE Construction Solutions Ltd.

Rob is a Chartered Engineer with the Institution of Civil Engineers. He has a BEng (Hons) in Civil Engineering and an MSc in Project Management. He joined Swanton in 2014, as an Associate (and was made Director in 2015), after gaining varied construction experience which started in 1997 during a sandwich placement during his studies.

Robert’s experience is varied and covers demolition, rail depot and rail infrastructure works, airport infrastructure, structures and large earthworks/remediation works along with heavy civils construction and design management.

Robert has assisted with the continued review and refreshing of the CITB TWC and TWS course material and question-banks and was part of the working group that developed and introduced the CITB Temporary Works General Awareness Course.

Still heavily involved in the delivery and continued development of temporary works training, Robert would like to see TWf continue to expand and its influence grow across the industry. He was at the forefront of developing the TWf's first free eLearning package.

Robert is a visiting lecturer at City, University of London, for their MSc in Temporary Works and Construction Method Engineering; presenting on ‘Competency, training and qualification: The role of the TWC and managing methods to avoid collapse’.

Jemma Quin

BEng CEng FICE FIES

Jemma Quin is an award winning Chartered Civil Engineer, Public Speaker, STEM Ambassador and Author, with over 17 years’ experience in Infrastructure and Construction.

Her experience is wide ranging having worked in airports, buildings, the water industry, electrical substations, tunnelling and the rail Industry up and down the country. Highlights have included:

  • working on the Edinburgh to Glasgow Improvement Project as a Temporary Works Co-ordinator for Morgan Sindall
  • Temporary Works Design Manager on the Network Rail CP6 framework for BAM Nuttall
  • Temporary Works Coordinator on the HS2 project for EKFB
  • Temporary Works Advisor for Kier where she helped raise the competence of temporary works staff across Kier Scotland and North England

She currently works as Temporary Works Manager at Robertson Construction Group where she has reviewed and updated the Temporary Works Function throughout 9 businesses. This includes condensing 4 confusing procedures into one process map, procedure and implementing a simple 5 step approach.

She volunteers as Director of the Temporary Works forum (since June 2020) where she helps create industry guidance on Temporary Works (anything used to support structures, people, plant, the ground or test things onsite). She has led the team who produced the Assessment and management of outrigger loading document, and worked on the Lightweight temporary open mesh fencing design consideration guide.

She is the author of “The Little Civil Engineer and Friends” book series and promotes construction and engineering to children through her STEM Ambassador activities. Her book “The Little Civil Engineer” explains the concepts of Temporary Works and how to pick an outrigger mat which was inspired by her work on the guidance.

Siu Mun LI

Siu is a Civil Engineer with over 22 years’ experience in the construction industry and has worked on some of the most prestigious projects in the UK including CTRL (HS1) Phases 1 & 2, Stratford Olympic Park Bridges, Crossrail and iconic high-rise structures shaping the London skyline such as 100 Bishopsgate & 22 Bishopsgate.

Siu started her career with Morgan Sindall as a graduate Site Engineer delivering major rail infrastructure and has first-hand experience in planning and managing high rise construction, bridge slides, bridge launching, balanced cantilever construction, slipforming & jumpforming, flying shores and other propping systems, internal & external climbing cranes and many other bespoke high risk TW schemes. The hands-on technical knowledge and skills gained over the years has ensured her experience as an engineer is as multi-faceted as possible which allows the proposal of creative solutions when facing challenges whilst also being mindful of not over-complicating them.

Siu is extremely passionate about women in construction and future talent within the engineering industry providing mentoring and coaching to many. She is an active STEM ambassador regularly working with schools, colleges, universities and STEM hubs to spread construction and engineering awareness and has also been nominated by her peers as a UK Construction Week Role Model for the past 3 years, been Highly Commended for Most Inspiring Role Model for the Inspire Awards 2021 and a finalist for Best Female Mentor and Mentor of the Year in other construction industry awards.

Siu was appointed a TWf Director at its AGM on 9th June 2021 and is now very much looking forward to working with the TWf and sharing her depth of skills, knowledge and experience with the wider industry to improve temporary works awareness.

Robin James

Operations Director

Robin was appointed to the role of TWf Operations Director in early May 2023, following more than 20 years as Managing Director of the National Access and Scaffolding Confederation (NASC).

His brief at the NASC had been to develop it into a standalone organisation representing the UK scaffolding industry. During his tenure the NASC grew its membership, staff, turnover, and reach significantly, becoming a leading trade body in the UK construction sector, and an active member of Build UK.

As part of his involvement Robin engaged extensively with construction industry stakeholder bodies, including the Health & Safety Executive (HSE), Construction Leadership Council (CLC), Construction Industry Training Board (CITB), Joint Taxation Committee (JTC) and the Access Industry Forum (AIF).

Upon taking up his appointment at the TWf Robin commented, "I am delighted to accept the challenge of taking forward the vital work of the TWf to the next level, and the equally important task of promoting greater engagement with its work by the wider construction industry".

This statement exactly reflects the aspirations of the TWf who are keen to raise their profile as they continue to develop their mission. Robin’s wealth of experience and established industry relationships are expected to contribute significantly to the advancement of the TWf over the coming years.

Prior to his involvement at NASC, Robin spent 15 years working in the UK stonemasonry sector. He started as a stonemason at Winchester Cathedral, before moving to the vacant Masonry Foreman role, then subsequently to the position of Business Development Manager at CWO (Cathedral Works Organisation) in Chichester.
